Prof. Nguyen Loc earned his PhD in Theories and History of Educational Sciences from The Academy of Educational Sciences of Russia in 1989.

Before joining Nguyen Tat Thanh University as its Vice President, Prof. Dr. Nguyen Loc was Vice-Director General of the Vietnam Institute of Educational Sciences (VNIES), which serves as the think-tank for the Ministry of Education and Training of Vietnam in the areas of strategies, policies and curriculum development. He used to work for the Secretariat of the Southeast Asian Ministers of Education Organization (SEAMEO) and then became the founder and first Director of the SEAMEO Training Centre in Ho Chi Minh City, Vietnam.

Over the last 30 years, Prof. Nguyen Loc has devoted his research on the various issues of education and training. His scientific interests include human resources development, education management, curriculum and strategies development, foreign languages teaching and learning, learning outcome assessment and lifelong learning. His most recent research focuses on issues of higher education such as private education, autonomy and governance in higher education, accreditation and ranking, education in the Industrial Revolution 4.0, open education, etc...

In 2012 Prof. Loc was honored to serve as visiting professor for the University of London, UK and Aarhus University, Denmark. Prof. Loc lectures postgraduate programs in the field of educational sciences and educational management at VNIES and many leading universities in Viet Nam.
